Oops. Not sure that you can add annotations, but you can view annotations.

I like to use Paint.net for tif files
it is a good tool (free aswell) that will let you do most if not all of the above requirements.

Whilst Paint.NET is an excellent tool, and indeed free for non-commercial use only, it doesn't have to ability to open multi-page TIFF files as the original poster requested...
